Throughout his career, Víctor has combined advisory work for corporate and public clients with teaching and academic responsibilities. He has established himself as a reference in urban planning and environmental law, while also contributing to the development of best practices in ESG and compliance strategies.
Professional Memberships
He is a member of the Illustrious Bar Association of Madrid and the Royal Academy of Jurisprudence and Legislation, and has served as a former member of the Urbanism and Infrastructure Commission of CEIM-CEOE.
Personal
Víctor teaches in the Master’s in Urbanism and Territorial Studies at the National Institute of Public Administration (INAP) and the Universidad Internacional Menéndez Pelayo, as well as in the Master’s in Access to the Legal Profession at CES Cardenal Cisneros.
He holds a Law Degree (LL.B.) from the Complutense University of Madrid and is qualified as an Urban Planning Technician by INAP. He is also a PhD candidate at Rey Juan Carlos University of Madrid, where he earned a diploma in advanced studies with research proficiency.

He has advised major public entities, private developers, and banking institutions on urban planning, playing a key role in some of Madrid’s most emblematic urban developments. His expertise extends to the design and implementation of environmental regulations, with extensive experience advising regional governments on waste and environmental legislation, particularly in the drafting of regional regulations.
