Career

Isabel Moraes Cardoso is a Partner in the Public Law, Urban Planning, Environment and Energy area.

She develops her activity in the areas of public law, urban planning, land-use planning, environment, energy, real estate, and tourism. She accompanies national and international clients in the development of projects in the fields of urban and environmental licensing, as well as monitoring their operation — infrastructure for the production, transport, and storage of energy and renewable energy, including hydrogen and biomethane production units, industrial, logistics, and waste management units, real estate and tourism projects, and agricultural and forestry projects.

She provides legal advisory services to public and private entities in the fields of administrative law, land-use planning, urban planning, and environmental law. She has ensured and continues to ensure the legal coordination of the drafting, modification, and review of various municipal land-use planning instruments (municipal master plans, urbanization plans, and detailed plans) and the drafting of municipal regulations in the areas of urban planning and the environment. She participated in several legislative procedures in these areas.

She held public roles as Deputy Director-General of the Directorate-General for Land-Use Planning and Urban Development, and as advisor to the Ombudsman for constitutional matters, land-use planning, urban planning, environment, and culture, and as deputy and advisor to Government members in the area of land-use planning, environment, housing, and city policy. She carried out teaching activity as an assistant at the Faculty of Law of Lisbon and collaborates with the Institute of Legal and Political Sciences of that Faculty in the Postgraduate Course in Urban Planning and Housing Law. She is a member of AD URBEM – Association for the Development of Urban Planning and Construction Law. She joined Abalada Matos, Lorena & Sèves Associados, Sociedade de Advogados, RL in 2006, first as an associate, then as a partner (2011–2015), having been a founding partner of Abalada Matos, Moraes Cardoso e Associados, Sociedade de Advogados, RL (2015).

She has been part of Antas da Cunha Ecija since April 2026.
