Advises on procurement and concession frameworks, PPPs and expansion of rail networks, and collaboration agreements between public and private sectors. Represents public authorities and entities in administrative litigation (procurement challenges, administrative liability, environmental and water matters, enforcement of judgments). Counsels on renewable energy licensing and successive amendments to Spain’s power-sector framework. Experience includes roles within ADIF (legal manager) and internships at the Telecommunications Market Commission, Spain’s Permanent Representation to the EU and the Court of Justice of the EU.
Career
Elena is a public law and regulatory specialist and State Lawyer who achieved the highest grade nationwide in the entrance examinations. She served in León and in Madrid’s administrative courts, later at the Administrative Chamber of the High Court of Justice of Madrid (2010–2013), where she managed the advisory agreement between the State Lawyers’ Office and ADIF; she then joined ADIF as legal manager.
