Career
Carlos joined Pérez-Llorca in 2023 as a Partner to contribute to the international strategy of the firm and is based in Portugal where he is responsible for the Banking, Energy & Infrastructure practice.
Before joining Pérez-Llorca, he was a Partner at a reputed Portuguese law firm where he headed the Finance, Energy & Infrastructure practice. Prior to that, he was a senior lawyer in the Banking & Projects department of a Magic Circle law firm with offices in Lisbon and a lawyer in a reputed Iberian law firm.
Furthermore, Carlos was also member of the cabinet of the Portuguese Minister of State and Finance and senior consultant at UTAP (the Portuguese Public-Private Partnerships unit).
Carlos has focused his professional activity on banking and finance matters and operations (including syndicated financings, acquisition finance, real estate finance, project finance and acquisition of NPL/REOs portfolios) as well as on Energy & Infrastructure matters and projects (whether regulatory advice or in the development and operation phase of projects) and has extensive experience in advising on project contracts such as PPAs, offtake agreements, EPCs, supply agreements, etc.)
He is active both in Portugal and abroad, having participated in various cross-border transactions and having advised the full range of market players, from banks, development banks and host governments to sponsors, including in Lusophone African countries.
