Extensive cross-border experience, particularly in Lusophone Africa.

Career

Carlos is a partner (since 2023) leading Pérez-Llorca’s Banking, Energy & Infrastructure practice in Portugal and supporting the firm’s international strategy. Previously, he headed the finance/energy & infrastructure group at a Portuguese firm, held senior roles at a Magic Circle firm in Lisbon and at a leading Iberian firm, and served in the cabinet of the Portuguese Minister of State and Finance and as senior consultant at UTAP (Portugal’s PPP unit).

- 2007 Degree in Law, Nova School of Law (Lisbon)
