刘志强律师是法学博士，金融学博士后，副教授，硕士生导师；注册会计师（非执业会员），注册税务师（非执业会员），曾在上海市财政局、上海市国家税务局、安永（Ernst & Young）会计师事务所、重庆市对外贸易经济委员会、西南政法大学等单位任职。刘志强律师的业务领域包括资本市场、投资并购、金融、财税等。服务客户包括银行、证券、保险、信托等机构，上市公司、国有企业、金控平台等大型企业，省级人民政府、国家级开发平台管委会等；擅长于将法律与财会、税务、金融方法相结合，设计出整体性的财税法解决框架或方案，并得以有效执行。Attorney Liu Zhiqiang holds a Doctor of Juridical Science (JSD/SJD) and a postdoctoral degree in Finance. He is an Associate Professor and Master’s Supervisor, as well as a Certified Public Accountant (non-practicing member) and Certified Tax Agent (non-practicing member). He previously worked at the Shanghai Municipal Finance Bureau, Shanghai Municipal State Taxation Bureau, Ernst & Young, Chongqing Municipal Commission of Commerce, and Southwest University of Political Science and Law, among other institutions.
His practice areas include capital markets, investment and M&A, finance, and fiscal and tax law. His clients comprise banks, securities firms, insurance companies, trust institutions, listed companies, state-owned enterprises, financial holding platforms, provincial-level people’s governments, and management committees of national-level development zones. He excels at integrating legal, accounting, tax, and financial methodologies to design comprehensive fiscal, tax, and legal frameworks or solutions and ensuring their effective implementation.
