Wayne has over 30 years of experience advising companies involved in international transportation (carriers, terminals, and intermediaries) on U.S. regulatory issues, particularly those arising under the U.S. Shipping Act of 1984 and the regulations of the U.S. Federal Maritime Commission (FMC), including all aspects of tariffs and service contracts. He has extensive experience drafting and filing carrier discussion agreements, vessel sharing agreements, space charter agreements, various types of marine terminal operator agreements, and other forms of cooperative working agreements. Wayne has represented ocean transportation intermediaries in connection with obtaining FMC licenses and in FMC compliance audits. He has represented numerous entities in litigation with and before the FMC. He advises clients on U.S. regulatory requirements in other areas relating to transportation and trade, including U.S. sanctions and export control regulations. He also has extensive experience advising clients on corporate and commercial issues, including a wide variety of contracts (including trucking and logistics) as well as antitrust/competition law issues.
Wayne has spent his entire career in the international transportation field. He has been with Cozen O’Connor since 2010, and before that spent 19 years with Sher & Blackwell.
