Todd chairs the firm’s Government Contracts Practice Group and has nearly 20 years of experience advising companies on the unique aspects of doing business with the federal government. His practice includes a combination of regulatory and compliance advice, M&A support, and litigation and dispute resolution. Todd regularly counsels buyers and sellers of government contractors in mergers, stock and asset deals, and corporate reorganizations, and has significant experience on FOCI matters. Since joining the firm, he has been involved in over 50 acquisitions involving government contractors. Todd also has an active bid protest and claims practice, recently securing client victories in several forums, including GAO, COFC and SBA. Finally, his regulatory practice focuses on corporate compliance and ethics programs; domestic preference rules; intellectual property and data rights issues; and SBA’s size and affiliation rules, including SBA’s All Small Mentor Protégé Program and joint ventures formed thereunder.

Joined Bass, Berry & Sims in 2014; previously Todd was a partner at Hogan Lovells US LLP and clerked for Senior Judge Loren A. Smith at COFC.
