Richard Arnholt advises government contractors, grant recipients, and other organizations on the complex regulatory requirements associated with federal and state procurement contracts, grants, and other government-funded agreements. With more than 20 years of experience, he represents clients in government contracts counseling, litigation, investigations, and compliance matters.
Richard has extensive experience advising clients on ethics and compliance programs, procurement fraud allegations, False Claims Act matters, domestic sourcing requirements, cybersecurity obligations, mandatory disclosure requirements, and other government contracting regulations. He also regularly represents companies and individuals in suspension and debarment proceedings and handles bid protests before the Government Accountability Office (GAO), U.S. Court of Federal Claims, and the Federal Circuit, as well as size protests before the Small Business Administration.
Career
Joined Bass, Berry & Sims in 2015. Prior to entering private practice, Richard served as a law clerk to the Honorable Mary Ellen Coster Williams of the U.S. Court of Federal Claims.
