Raymond, co-chair of Cozen O'Connor’s Construction Practice, has more than 25 years of experience dedicated exclusively to construction law. He represents owners, contractors, and design professionals in all phases of the design, construction, and dispute resolution process with emphasis on complex infrastructure projects. He leads litigation of significant construction claims across the U.S. and abroad, tries cases in state/federal courts and arbitrations, and negotiates design, construction, and procurement contracts for major national and international projects.
In particular, Raymond focuses on large-scale P3 infrastructure development, including construction of airports, rail lines, roads, bridges, and pipelines. These notably complex projects can span hundreds of miles, traverse multiple states, cross varied terrain, involve dozens of stakeholders, and pose unique permitting, bidding, scheduling, design, and construction challenges. Typical claims reach into the tens or hundreds of millions of dollars. Prior to law school, Raymond worked as a design professional and has practical, hands-on experience in all aspects of the design and construction process.
