Paula Samper Salazar is a Partner at Pérez Llorca and head of its Real Estate & Urban practice. She also leads the firm’s pro bono practice. Drawing on more than three decades of experience, she advises real estate investment funds, developers, construction companies, shopping centres, retail chains, and educational institutions. Her work spans the structuring of complex transactions, regulatory and contractual advice, urban development matters, and strategic planning for private and institutional projects.
Career
A partner at the firm since 1992, Paula has built a practice recognised for its depth in transactions and regulation within the Colom bian real estate market. She is ranked Band 3 in Real Estate by Cham bers Latin Am erica 2026 and was nam ed a Leading Partner by The Legal 500 2025.
Personal
Paula is Chair and founding member of Fundación Pro Bono Colombia; a member of the Drafting Committee for the Pro Bono Declaration of the Americas (Cyrus R. Vance Center); a member of the Superior Council of Universidad de los Andes, and a member of the International Bar Association (IBA). She holds a law degree from the Universidad de los Andes, Bogotá, and a specialisation in Financial Law from Universidad del Rosario, Bogotá; and a Master’s in Management of Social Responsibility and Corporate Sustainability, Pontificia Universidad Javeriana, Bogotá.
Work Highlights
Paula has advised on the development of facilities for Orpea and the acquisition of properties by the International Committee of the Red Cross (ICRC). She provides ongoing counsel to PriceSmart, Titularizadora Colombiana, and Cinépolis on acquisitions, leases, project development, and regulatory compliance. She has also supported the expansion of Innova Schools in Colombia, covering land acquisition, licensing, and integration of educational entities. Her experience includes work on long term leases, urban development agreements, and tailored frameworks for private educational institutions, across residential, commercial, and institutional assets.
