Patricia Arrázola-Bustillo is a Partner and Head of the Energy & Natural Resources practice at Pérez-Llorca. Drawing on over three decades of experience, she is recognised as a pivotal advisor in Colombia’s energy and mining sectors, guiding both domestic and international clients on corporate, regulatory, and transactional matters. Her practice encompasses privatisations, acquisitions, project development, and regulatory compliance, combining technical expertise with a strategic business perspective.
Career
Patricia began her career at the Bogotá Chamber of Commerce before joining Pérez-Llorca in 1993, where she has been a partner since 2000. She has established herself as one of Colombia’s foremost energy and natural resources lawyers, regularly advising clients on strategic transactions and corporate governance. She is recognised as a Leading Partner by The Legal 500 2025 in Corporate, M&A, and Energy & Natural Resources; ranked Band 2 by Chambers Latin America 2025 in Oil & Gas and Band 3 in Mining; and has been named LACCA Approved 2025 for Corporate/M&A.
Work Highlights
Patricia played a leading role in Colombia’s landmark power sector privatisations, representing investors on the legal, regulatory, and financial aspects of high-value transactions. She has provided ongoing legal and regulatory counsel to major thermal generators on the Atlantic coast and advised on the structuring of Calamarí LNG S.A. E.S.P. and the country’s first gas regasification plant. Her work has included advising Hydro Global on the acquisition of Talasa, supporting Grupo Energía Bogotá and other multinational clients on mining company structuring, and assisting in cross-border mining acquisitions and infrastructure-linked energy projects.
Personal
Patricia is Vice Chair of the International Bar Association’s Mining Law Committee and sits on the Steering Committee of The Foundation for Natural Resources and Energy Law. She is also a member of PDAC, the Prospectors and Developers Association of Canada; and the Rosaristas Bar Association. She holds a law degree from Universidad del Rosario, Bogotá, and a specialisation in Corporate Law from Pontificia Universidad Javeriana, Bogotá; and she has undertaken additional studies in international practice, commercial law, and administrative procedure both in Colombia and abroad. She works in Spanish and English.
