Mandi Moroz

An integral member of Bracewell’s Pipeline and LNG Safety Practice, Mandi Moroz has extensive experience representing hazardous liquid and gas pipeline, associated terminal and storage, and LNG facility owners and operators on a wide range of regulatory, litigation, and transactional matters under the Pipeline Safety Act, federal pipeline safety regulations, and parallel state laws. Mandi also brings unique expertise to the practice with her involvement and understanding of gathering and offshore pipelines, transactional and litigation matters, as well as matters before the Federal Energy Regulatory Commission (FERC).

Mandi routinely defends clients in federal and state enforcement actions across the U.S., whether before PHMSA or certified states, and counsels owners and operators on daily compliance, including with respect to operations, maintenance, incident response, and integrity management. She specializes in guiding clients through complex jurisdictional determinations and the implementation of ambiguous or newly implemented regulatory requirements, with particular expertise in gathering systems, offshore pipeline networks, renewable natural gas (RNG) facilities, and carbon dioxide pipelines.

Mandi complements her pipeline safety practice with her experience counseling clients in both state and federal litigation as well as an array of transactional matters, including interconnection agreements, acquisitions, and transportation services agreements. Additionally, Mandi has gained experience before the FERC, offering clients a uniquely well-rounded regulatory perspective. She has experience representing clients in matters arising under the Interstate Commerce Act (ICA) and the Natural Gas Act (NGA), including representing clients in contested hearings and successfully helping operators secure FERC approval for the development of new infrastructure projects.
