Juan Antonio Ucrós Pinzón is a Senior Associate in the Projects and Public Law practice at Pérez-Llorca. With more than 15 years of professional experience, he advises public and private sector clients on constitutional and administrative law, state procurement, project finance, and infrastructure development. His practice combines regulatory knowledge with transactional and contentious expertise, particularly in transport, electric mobility, and public–private partnerships (PPPs).
Career
Juan Antonio began his career in 2010 in the legal department of BP Colombia, and later joined a leading Colombian law firm where he worked on corporate and contractual matters. He then served as Legal Coordinator at the Environmental Action and Childhood Fund (Fondo Acción) before joining Pérez-Llorca in 2017. Promoted to Senior Associate in 2019, he has since consolidated his expertise in public procurement and infrastructure advisory. Juan Antonio has been recognised as an Associate to Watch by Chambers Latin America 2025 in Public Law and Projects, and as a Leading Associate by The Legal 500 2025 in Projects & Public Law.
Personal
Juan Antonio is a member of the International Bar Association (IBA). He holds undergraduate degrees in History and Law from Universidad de los Andes, Bogotá, a specialisation in Environmental Law from Universidad Externado de Colombia, and an LL.M. in Environmental Law and Policy from University College London (UCL).
Work Highlights
Juan Antonio has advised on several landmark infrastructure and public law mandates. He has provided comprehensive legal counsel to Empresa Metro de Bogotá in connection with its mass passenger transport system, advised on the acquisition of the Briceño-Tunja-Sogamoso highway concession, and supported the financing granted to Elecnorte by IFC and Banco Davivienda. His work has also included advising on the public tender for the procurement of an electric fleet for TransMilenio and contributing to the structuring of the electric transport system for San Andrés and Providencia. Earlier in his career, his work managing legal issues for environmental and social projects at a private Colombian foundation contributed to his expertise at the intersection of public law, infrastructure, and environmental regulation.
