吴小琛律师2001年开始执业。在近20年的执业过程中，代表超过100家出口企业应诉中国，美国，欧盟等国家的反倾销、反补贴和保障措施调查等，创造了多项中国反倾销调查的第一，包括第一起价格承诺，第一起无损害，第一起期中复审，第一起新出口商复审，第一起撤诉和第一起退税案件等。吴小琛律师的客户包括中华人民共和国商务部，AVEBE, 巴斯夫，拜尔，DSM, JFE钢铁，三井化学，三菱化学，LG化学和台塑等等。 在成为中国律师之前，1993年-1998年，吴小琛律师在中华人民共和国商务部工作，参与起草了《中华人民共和国外贸法》和《中华人民共和国反倾销反补贴条例》，并于1997年，以中国第一位反倾销调查官员的身份开启了中国第一起反倾销调查。1998-2001年，吴小琛律师在美国伟凯律师事务所华盛顿办公室担任律师（美国纽约州律师资格）。Attorney Wu Xiaochen commenced legal practice in 2001. Over nearly two decades of practice, he has represented over 100 exporting enterprises in responding to anti-dumping, countervailing duty, and safeguard investigations initiated by China, the United States, the European Union, and other countries, achieving multiple landmark "firsts" in Chinese anti-dumping investigations. These include the first price undertaking, the first no-injury ruling, the first interim review, the first new exporter review, the first withdrawal of complaint, and the first refund case.

His clients include the Ministry of Commerce of the People's Republic of China, AVEBE, BASF, Bayer, DSM, JFE Steel, Mitsui Chemicals, Mitsubishi Chemical, LG Chem, and Formosa Plastics Group, among others.

Prior to becoming a Chinese lawyer, Attorney Wu served at the Ministry of Commerce of the People's Republic of China from 1993 to 1998, where he participated in drafting the Foreign Trade Law of the People's Republic of China and the Anti-Dumping and Countervailing Duty Regulations of the People's Republic of China. In 1997, as China's first anti-dumping investigation officer, he initiated China's very first anti-dumping investigation. From 1998 to 2001, Attorney Wu practiced as a lawyer (admitted to the New York State Bar) at the Washington, D.C. office of White & Case LLP.
