Damien Lyster is a partner in the Energy Regulatory Group in the Houston office of Kirkland & Ellis LLP. Damien represents energy industry participants in transactional and regulatory matters. He has advised clients on transactional and state and federal regulatory issues related to the sale or acquisition of interests in natural gas, oil, and conventional and renewable electric power assets and entities. He has counseled clients on transactions related to, and regulation of:
• hydrogen, SAF, renewable and traditional natural gas and liquid hydrocarbons;
• power sales and marketing;
• transportation and sequestration of carbon dioxide, natural gas and liquids production, gathering, transportation, and storage.
Damien has represented a wide range of clients, including hydrocarbon transmission providers, electricity generators, and power marketers before the Department of State, Department of Energy and FERC. He represents regulated wholesale power market participants in contractual, regulatory, and compliance matters. He represents clients in FERC administrative litigation, enforcement investigations, and ratemaking proceedings and in gas utility ratemaking before the Texas Railroad Commission (TRRC). He also represents pipelines, storage companies, and shippers in commercial agreements and in regulatory proceedings before FERC and the TRRC. He works with midstream and E&P companies in negotiating gathering, processing and transportation agreements.
