Xuezheng Liu

Mr. Liu Xuezheng formerly worked in institutions including universities, news agencies and government agencies. Mr. Liu has been a full-time lawyer since 1998 and was the director and chief partner of a large-scale law firm in Qingdao. Mr. Liu joined JunHe in 2017 and is currently practicing laws in JunHe’s Qingdao office.

The main practicing areas that Mr. Liu specializes in including corporate, mergers and acquisitions, equity investment and financing. In particular, Mr. Liu has vast practical experience in state-owned capital operation, mergers, acquisitions and restructuring, mixed-ownership reform of state-owned enterprises, employee shareholdings, adjustment of group control structure and corporate governance structure, scheme designing of corporate controlling right and transactions of state-owned property rights.

Mr. Liu specializes in providing legal services for complex transactions including major investment projects, infrastructure construction projects, land planning and development, urban renewal, cooperative development and acquisition of large-scale real estate projects. In particular, he is experienced in disposal of idle projects, land revitalization and transactions of construction in progress.

Mr. Liu has accumulated vast experiences in handling dispute resolution cases relating to financial debt collections, disposal of idle assets, cooperative development of real estate projects, equity and corporate litigations, tax disputes, administrative agreements and administrative licenses. Particularly, Mr. Liu has a number of successful cases relating to due diligence and dispute resolution of complex and difficult cases involving historical problems.

In recent years, Mr. Liu has actively explored and practiced in areas of sustainability, corporate social responsibility and ESG compliance such as enhancement of ESG report, supply chain compliance and ESG governance and strategy of enterprises.
