A widely recognized thought leader on state and local tax issues, Jeff works on high-profile litigation and controversy matters across the country involving income, franchise, sales and use, and high tech taxes (such as Maryland’s digital advertising tax). Drawing on his experience at the US Treasury Department, Council On State Taxation (COST) and the national office of a Big Four accounting firm, Jeff serves his clients on matters that impact critical questions on taxability, apportionment, Multistate Tax Commission audits, and US Constitutional limitations on state taxation.
With a global practice, Jeff is also a well-respected advocate and has a successful track record achieving favorable results for multinational clients on issues of tax policy, including the taxation of digital economy transactions.
Additionally, Jeff serves as an adjunct professor at the New York University School of Law, as well as a frequent speaker for national organizations.
