Career

Francisco is co-leader of Galicia’s Energy and Infrastructure groups, with a focus on project finance. Based in our Mexico City office, his practice focuses on energy matters, with an emphasis on renewable and conventional electricity and natural gas related activities.

Francisco advises clients in the development, construction, financing (through project finance, project bonds and other structures), operation and maintenance of small, medium and large-scale energy projects, sector M&A transactions and joint ventures, as well as energy regulation and litigation.

He is particularly known for his participation in sophisticated transactions and his experience in the negotiation of financial agreements and project contracts, including power purchase and hedge agreements, natural gas transportation agreements, engineering, procurement and construction contracts and operation and maintenance arrangements.

Francisco represents the full spectrum of industry participants, including sponsors, developers, project companies, lenders (commercial banks, public banks, multinational agencies, export credit agencies, private equity funds and other capital providers), insurers, contractors and other investors.

He obtained his law degree in 1994 from the Universidad Iberoamericana in Mexico City. He obtained a degree in corporate law from the Instituto Tecnológico Autónomo de México (ITAM). Before joining the Firm in 1999, Francisco worked as a foreign associate at the New York and Mexico City offices of Curtis, Mallet-Prevost, Colt & Mosle (1991-1994), and was a partner at his own firm between 1994 to 1999.

He is recognized as expert by Chambers Latin America in the Energy & Natural Resources and Projects practices. Likewise, he is considered as leading practitioner by The Legal 500 2023 Latin American Guide in the same practices. IFLR1000 and Latin Lawyer considers him as a leading practitioner highlighting his negotiation skills, technical expertise, and business approach.

Francisco is member of the Knowledge Management Committee at the Firm.
