Professional Memberships
Mr. Xiao was admitted to the Chinese Bar in 1987. He was among the first group of lawyers in China to have been named by the Ministry of Justice as “Top Ten Attorneys”. He was also identified as “National Outstanding Lawyer” and “Excellent Professional of the Beijing Municipality”. He was a member of the Fourth and Fifth Sessions of the Issuance Examination Committee of the China Securities Regulatory Commission between 1999 and 2003 and member of the Listing Company Material Restructuring Examination Committee of the China Securities Regulatory Commission between 2002 and 2004. Mr. Xiao has served as a committee member of the First, Second, and Third Sessions of the Chinese Overseas Friendship Association and the Chinese Society of International Law, and council member of the 11th Beijing Lawyers Association (BLA). He formerly held the position of legal advisor to the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), legal advisor to the Ministry of Industry and Information Technology of China (MIIT), member of Beijing Municipal Committee Legal Experts Pool, member of Beijing Municipal Expert Advisory Committee on Optimizing Business Environment, expert of Supreme People's Procuratorate Civil Administrative Prosecutorial Consultation Network. He acted as the vice president of the second council of Beijing Real Estate Law Society, expert member of the Council of China PE Secondary Market Development Alliance, as well as consultant of Investment Banking Committee of Securities Association of China (SAC).

In the late 1990s, Mr. Xiao participated in the drafting research and provided advisory opinions on the Contract Law of the People's Republic of China. He participated in discussions on the Model Articles of Association for listed companies with the China Securities Regulatory Commission (CSRC). He also contributed to the drafting and research of the Measures for the Administration of Acquisitions of Listed Companies by CSRC. He took part in the revision and research of the Beijing Municipal Urban Planning Regulations by the Beijing Municipal People's Congress,and was involved in the formulation and research of the Beijing Property Management Measures and the Beijing Intangible Cultural Heritage Regulations.
