Soleica Monnier

Soleïca Monnier is a lawyer in our Privacy and Cybersecurity practice group whose practice is focused on information technology law and personal information protection. She regularly shares her experience with lawyers and other stakeholders in this sector at conferences, and has authored numerous publications in this area.

Soleïca provides strategic advice to companies, start-ups, and government departments and agencies on complex issues concerning privacy laws, such as in sensitive sectors like healthcare and finance. Her work includes compliance matters involving Law 25 (formerly Bill 64) for organizations of all types and advising on issues related to information technology and security.

She provides advice in contract review or negotiation mandates, in complex transactions, as well as in data governance. She advises clients in managing risks related to data processing, offering practical guidance in the implementation of technological solutions.

Her practice is informed by her previous experience as legal counsel to the Québec Ministry of Justice, where she played a key role in the government’s digital transformation, particularly in innovative technological projects involving blockchains, biometrics, digital identities and artificial intelligence. She has also actively contributed to the development and implementation of major privacy legislation, such as Law 25.

Soleïca has a Master’s degree in information technology law, for which her thesis focused on how different types of intellectual property apply to AI systems, as well as a CIPP/C certification from the International Association of Privacy Professionals (IAPP).
