Gustavo is the Senior Partner and Co-head of the Public Law practice area. His practice focuses on regulatory matters and infrastructure projects, especially on highly complex issues, advising private companies on concession agreements, public-private partnerships (PPP), bidding proceedings and regulation of public services in general.
Career
Gustavo held a position as an Attorney for the City of Belo Horizonte from 2005 to 2015. He has also taught Administrative Law on undergraduate and graduate programs of prestigious Law Schools, such as UFMG School of Law. He is currently in the Faculty of the MBA program at PUC-MG, teaching a course on public concessions and public-private partnerships.

Career
Gustavo's practice focuses on regulatory issues and infrastructure projects, particularly high-complexity matters, advising private companies on concession contracts, public-private partnerships (PPPs), bidding processes, and regulation of public services in general.
He is highly regarded for his extensive experience and in-depth knowledge of public-private partnerships and concession contracts. He is a national reference in legal matters related to concessions and public-private partnerships for sanitation, public lighting, education, and health services.
As the lead legal advisor to the winning consortium in the public lighting PPP tender in Belo Horizonte/MG, the first contract of its kind in Brazil, he headed the team hired by the National Bank for Economic and Social Development (BNDES) that structured the privatization of the Sanitation Agency of the State of Acre.
Gustavo also assisted major players in the infrastructure and sanitation sectors in cases involving contractual imbalances and tariff revisions, helping them define their strategic positioning regarding regulatory bodies and local authorities.
Previously, he held the position of City Attorney in Belo Horizonte. He also taught Administrative Law in undergraduate and postgraduate courses at prestigious law schools, such as the Faculty of Law at UFMG.
He currently serves as a faculty member in the MBA program at PUC-MG, teaching a course on public concessions and public-private partnerships.
Moreover, Gustavo is the author of books such as "Administrative Agreements" and "Temporary Contracting by Exceptional Public Interest" (both by Atlas Publishers) and various articles on Administrative Law.
