Mr. Fang Chunhui (Harry) is a partner of Jingtian & Gongcheng.

Mr. Fang worked as a power plant engineer and then engineer leader with Huaneng Group for 9 years, a project manager and then project director with General Electric (GE) for 4 years. Rich experiences in the fields of plant feasibility study, preliminary design, construction, project management, equipment defects, plant level system performance lend him outstanding expertise to contribute to his service in dispute resolution relating to large level industrial projects.

Mr. Fang accumulated unique insights into fundamental elements and inherent logics of large scale complex industrial projects. He also gained solid grips of different types of standard international project contract conditions such as FIDIC and is adept at handling disputes whereunder. His tremendous experience in handling all types of specific equipment, technical, and project management issues lends him intuition and skills of distinguishing key facts and establishing clear technical causation and logic lines, based on which robust legal arguments would be built.

Mr. Fang has been very constructive and inspiring working with technical experts being himself a "composite" of attorney and engineer. He helps experts to understand the correlation between legal issues and technical issues, drive the technical analysis to appropriate direction, depth and granularity to "illustrate" the right or wrong, compliance or not. He is also good at explaining to a court in simple and lucid language complicated technical problems or project management practices.

Mr. Fang represented clients in many construction/engineering dispute cases, domestically and internationally, including arbitrations heard before tribunals in London, Singapore, India, etc. He also helps clients in different types of negotiations, project management consultation, claim report drafting, etc.

Mr. Fang holds a BSc degree of thermal power engineering from Wuhan University, a Juris Master Degree from UIBE, an LL.M. degree from UC Berkeley. He also holds certification of Engineer, PMP and Patent Attorney. He was admitted to the bar in 2004.
