Talya Hutchison

Talya Hutchison is of counsel in the Litigation Department based in the firm’s Washington, D.C. office. Multinational clients entrust her with their most pressing international trade problems, including impacts of economic sanctions issued by the Office of Foreign Assets Control (OFAC); compliance with export controls administered by the Bureau of Industry and Security (BIS) and the Directorate of Defense Trade Controls (DDTC); and additional national security regulatory issues and investigations.

Talya has counselled domestic and foreign companies on the impact of U.S. sanctions regimes targeting Iran, Russia, Syria, Cuba and Venezuela, as well as other sanctions programs. She regularly works with clients to obtain authorization from OFAC, BIS and DDTC to engage in cross-border transactions involving export-controlled items or sanctioned jurisdictions, and to seek relevant product classifications to ensure compliance with export controls requirements. She has also drafted compliance policies related to export controls and economic sanctions. Beyond compliance advice, Talya assists companies with internal investigations of possible sanctions and export control violations, as well as with any voluntary self-disclosures to the relevant government agencies. Talya has also advised on data breaches, including customer notice requirements and government inquiries.
