Career

Russell Kooistra focuses on federal regulation of electricity and gas markets, including the representation of electric utilities, independent power producers, electric transmission companies, and gas pipelines and local distribution companies in proceedings before the Federal Energy Regulatory Commission (FERC). Russell uses his in-depth knowledge of FERC policy and regulations to advise clients on complex regulatory matters, as well as matters related to administrative complaints and litigation, rate and certificate proceedings, and compliance with FERC’s Anti-Manipulation Rule. Russell also has experience drafting key documents in energy-related transactions, including energy M&A transactions, power purchase agreements, gas pipeline precedent agreements, and asset management agreements.
