Career

Before Andersen's integration in 2026, Noel was the head of the Public Law practice in PRA’s Porto office. His clients include some of the most important public sector bodies and municipal authorities in the region, with outstading expertise in large-scale public tender processes and handles all related matters, including on the contractor side and on the bidder side.

Noel has a Law degree from the Faculty of Law of Lusíada University of Oporto and a Masters degree in Legal and Political Sciences, from the Faculty of Law, University of Coimbra. He was admitted to the PhD course at the Law Faculty of the University of Coimbra.

Visiting Assistant Professor at the Faculty of Economics, University of Oporto (since 2007).
