Career
Juliana Sersen counsels and represents energy clients on complex energy issues and regulatory matters in Texas. Ms. Sersen has extensive experience in helping generation and load resources navigate technical and novel commercial and operational issues within the ERCOT market. She focuses much of her work on wholesale market design and the integration and operations of traditional power generation companies, renewables, energy storage resources, emerging technologies such as biofuels, carbon capture and hydrogen, and large flexible loads, such as data centers. Ms. Sersen also advises clients on project development transactions in ERCOT, as well as mergers, acquisitions, and asset sales of power infrastructure projects in Texas.
Prior to joining Baker Botts in 2022, Ms. Sersen spent more than a decade at ERCOT, where she served as Assistant General Counsel of regulatory and litigation. Ms. Sersen has developed, sponsored and revised numerous ERCOT rules and policy guidelines, and plays an active role in representing clients in the ERCOT stakeholder process; drafted and advised on proposed and newly adopted legislation and regulations; represented clients and the grid operator in a wide variety of matters before the Public Utility Commission of Texas (PUCT) and the State Office of Administrative Hearings (SOAH); managed the Alternative Dispute Resolution process between ERCOT and market participants; managed ERCOT’s registration department; managed market liquidity risk matters arising out of Winter Storm Uri; represented ERCOT in the securitization proceedings for the PUCT approval of Debt Obligation Orders to securitize approximately $800M in default amounts owed to ERCOT and $2.1B to reimburse market participants that paid extraordinary uplift charges; represented clients in efforts to recover securitization proceeds; served as the legal lead in the development of Real-Time Co-optimization; and headed the integration of Lubbock Power and Light into the ERCOT region.
