Advises clients on transnational issues related to cross-border agreements and foreign participation in US energy markets.

Counsels energy sector clients on regulatory and compliance matters and represents them in bilateral and multilateral negotiations and dispute resolution, with a focus on participation in existing and emerging organized and bilateral energy markets in the West with US and cross-border resources.

Advises clients in agency rulemaking and policy proceedings involving competition, pricing and access to wholesale electricity and transmission markets. Serves as lead counsel for clients in connection with government investigations, contested FERC proceedings, and litigation involving federally regulated electricity and transmission markets. Appears on behalf of energy-sector clients in mediation and arbitration proceedings, in hearings before FERC and other federal and state agencies, and in federal and state courts.
