Reporter and Assistant Lawyer to the former Supreme Court of Justice; Reporter to the First Contentious Administrative Court; Partner in charge of the Constitutional and Administrative Law Department of Bolinaga, Levy, Márquez & Canova; Partner in Administrative, Economic and Regulatory Law in ARAQUEREYNA; Practice in the Higher Court, providing counseling to national and international clients; Professor of Administrative and Procedural Law at UCV, UCAB and Universidad Monteávila and on Human Rights in UCAB.

Member of: Venezuelan Association of Administrative Law, Advisory Council of “ERGA OMNES” and Caracas Bar Association; Founder member of the Council of Merit of the Venezuelan Institute of Procedural Law Studies; Editorial board of “Public Law Journal”, “Administrative Law Journal" and “Constitutional Law Journal”; Director General of “The Rule of Law”.

Author of various legal publications, including “Reflections on the reform of the Venezuelan contentious-administrative system”, (National Prize of the Academy of Political and Social Sciences,1997).
