Andrew Stewart

ANDREW STEWART is a partner in the firm’s Environmental, Health, and Safety practice. He is a former senior official from the U.S. Environmental Protection Agency (EPA), who represents clients on a broad range of compliance, enforcement, and litigation matters. Andrew focuses his practice on complex, high-stakes engagements, where an insider’s knowledge of the regulatory and litigation process is particularly important. These representations include enforcement matters involving EPA, state agencies, and the Department of Justice.

With more than 25 years of experience in Environmental law, he handles matters arising under all major federal environmental laws, as well as state laws, including the Clean Air Act, Resource Conservation and Recovery Act, Federal Insecticide, Fungicide, and Rodenticide Act, Toxic Substances Control Act, and Clean Water Act. His work includes representing clients in the oil and gas, e-commerce, retail, chemical manufacturing, and life sciences industries on critical environmental obligations, and defense of enforcement, litigation, and citizen suit actions. Andrew helped develop EPA’s current voluntary disclosure program while at the agency and regularly advises companies on making disclosures under both the U.S. EPA Audit Policy and state programs.
