■ International Trade and WTO
Mr. Wu has a compound background in law, management and accounting. Having worked in the trade team of the reputational international law firm, Mr. Wu has an extensive experience in international trade dispute resolution. He has repeatedly represented the Chinese government, industries and enterprises in different judicial litigations and administrative investigations, including but not limited to anti-dumping, countervailing, anti-circumvention, safeguards, antitrust, 337 investigation, 301 investigation, export controls, sanctions etc. Mr. Wu has been involved in over 100 international trade dispute resolution cases, some of which involve a value of over US$1 billion. Mr. Wu is frequently invited to participate in many special lectures on international dispute resolution and remedy by relevant government agencies, associations, and business entities, and provides legal advice to the government, industry and many import and export enterprises on international trade, overseas investment, tariffs, origin, etc.
Mr. Wu has been recognized as "Recommended Lawyer in Global and Asia Pacific" by Chambers, a global legal authority rating agency, and also been named as a "Leading Lawyer" by The Legal 500, a renowned international legal organization.
JTN’s international trade team has been awarded "Band 1" by Chambers since 2011, "Best International Trade Law Firm" by Corporate INTL, and "International Trade Excellence Law Firm Award" by China Business Law Journal. JTN international trade team counseled for the Chinese Ministry of Commerce to represent the Chinese government in negotiations on international trade and economic agreements, including China-Europe bilateral investment negotiations, CPTPP negotiations, E-commence negotiations, etc. The team also counseled the Chinese government in researching and drafting foreign investment laws, and represented the Chinese government in hundreds of international dispute resolution cases.
■ M&A /Cross-border investment
Mr. Wu is very active and prominent in the field of cross-border investment and has represented Chinese state-owned enterprises and private enterprises in a number of overseas investment projects. He specializes in integrating overseas investment compliance and risk assessment with corporate trade globalization strategies, and has provided comprehensive legal services related to investment, trade, customs and export control to many Chinese companies which make cross-border investments due to US-China trade disputes.
■ Antitrust
Mr. Wu is familiar with U.S.-China antitrust practice, and has represented the largest steel group in China, Baowu Group, in a 337-investigation initiated by the US International Trade Commission (ITC) . This case is the first case in which Chinese companies won a full victory before ITC in more than 30 years, has been widely reported by many domestic and international mainstream media, including CCTV, and was awarded for the 2018 China Deals of the Year Award by China Business Law Journal.
Work Highlights
■ Represented China's largest steel group, Baowu Group, in a U.S investigation on monopoly, trade secret infringement and circumvention against carbon steel and stainless steel products from China. The case was selected for China Deals of the Year Award by China Business Law Journal
■ Represented Neimenggu Fufeng Biotechnologies Co., Ltd. and its affiliates to obtain zero duty rate for seven consecutive reviews in the U.S. anti-dumping investigation against xanthan gum from China, and appealed the case before the U.S. Court of International Trade. The case was selected as the "2018 Most Concerned Events in China Lawyer Industry" by the Ministry of Justice and the National Lawyers Association
■ Represented a leading domestic photovoltaic company in an India anti-dumping investigation. The case was selected for China Deals of the Year Award by China Business Law Journal
■ Represented a leading domestic photovoltaic company to successfully obtain the first release of goods detained by U.S. Customs under the Uyghur Forced Labor Prevention Act. This is the first release of Chinese detained goods since the Act came into effect
■ Represented a leading Chinese photovoltaic company in the US anti-circumvention investigation on photovoltaic cells and modules from four Southeast Asian countries. Only four companies won the case, dozens of other exporters were found guilty of circumvention
■ Represented the Chinese government in trade remedy investigation cases
■ Represented China's paper industry in the first anti-dumping and countervailing investigations against China by the United States
■ Represented a number of domestic industry leaders in cross-border investments due to tariff increases in trade disputes, providing comprehensive legal services related to investment, trade, customs and export control etc
■ Represented a number of high-tech enterprises in providing special legal services on compliance and export control
