Bill focuses on sophisticated transactional matters in public finance, banking, corporate finance and project finance. He counsels bond issuers, underwriters, indenture trustees, issuers and other corporate obligors, as well as institutions offering financial enhancements, in all kinds of public finance transactions.

He a member of Reed Smith’s Financial Industry Group and leads the public finance practice in its Philadelphia office.

Bill structured and documented, as bond counsel, the first variable-rate demand bond financing for a college or university in the U.S., and the first variable-rate demand-dedicated pool financing for health care institutions in the U.S. Bill has served for more than 20 years as general counsel to the state authority that provides financial oversight for the City of Philadelphia.

Bill has 35 years of experience in public finance law and has worked on over 500 public finance transactions in more than 20 different states.

He has worked on financings for states, state agencies, cities, counties, townships, school districts, institutions of higher education, private secondary schools, health care institutions, water and sewer authorities, port authorities, transportation authorities, redevelopment authorities, student loan agencies and industrial development authorities.

In addition, Bill frequently represents commercial banks, investment banks and other financial institutions in lending transactions, public and private debt offerings and project financings.
