Tom practices health care regulatory law, focusing on the representation of radiologists and diagnostic imaging providers nationally. He is a former general counsel for the American College of Radiology.

Tom is past chair and a member of the Virginia Bar Association Health Law Section Council.. He is a Fellow of the Radiology Business Management Association (RBMA) and serves as the current chair of the RBMA's Federal Affairs Committee. He serves as RBMA’s designated liaison to the American College of Radiology. Tom was awarded the "President’s Award" from the RBMA in 2003 and he is a recipient of that same organization's "Calhoun Award" for dedicated service in 2009. He was listed as one of the top ten "Outstanding Physician Practice Lawyers" in the United States in 2004 and 2009 by Nightingale’s Healthcare News.

He is a member of Reed Smith’s Life Sciences Health Industry Group.
