Career

Promoted partner in 2023, Rui practices in administrative law, mainly in urban planning, environment and expropriations, both in procedural matters as well as in administrative litigation.

He specialises in the licensing of activities, as well as urban planning and zoning. Rui has been involved in environmental impact assessment procedures and in environmental administrative offenses.

Most notably, Rui has been very active on the licensing of high-profile assets, such as touristic ventures and real estate development projects, as well as industrial clusters. Experienced in negotiations and drafting of agreements with the municipalities in order to execute the projects.

He is an invited lecturer on Urban Planning Law post-graduate courses in the Law Faculty of the University of Lisbon and a guest speaker in conferences and workshops on Urban Planning and Urban Rehabilitation.

In 2004 he was legal advisor to the Minister for Public Works, Transportation and Housing and from 2004 to 2007 acted as legal advisor to the Mayor of Lisbon.
