Leslie B. Samuels’ practice focuses on international and domestic taxation, including tax policy, mergers and acquisitions, joint ventures, spin-offs, cross-border investments, financial products, capital markets and tax controversies and investigations.

Joined firm, 1968; became partner, 1975. Assistant Secretary for Tax Policy of the US Treasury Department (1993-96). Vice-Chair, Committee of Fiscal Affairs, OECD (1994-96), Member, President's Committee on Arts and Humanities.
