Kristin M. Athens represents electric and natural gas clients in complex regulatory proceedings before the North Carolina Utilities Commission and other regulatory agencies. She has represented clients in regulatory litigation before administrative agencies, including contested avoided cost proceedings, base rate cases and renewable energy interconnection complaint cases, and she has experience preparing and cross-examining witnesses. As part of her practice, she counsels clients on a broad range of issues including PURPA compliance, prudency, cost recovery strategies, affiliate transactions and regulatory certifications, such as certificates of public convenience and necessity. Kristin also advises clients on how to achieve carbon reduction goals by providing guidance on how to implement energy procurement and green tariff programs, generator interconnection standard reform, and demand side management/energy efficiency programs.
