Ms. Wood assists her clients with all aspects of climate change regulation, including federal and state agency rulemakings, litigation, and sustainability issues. She has represented clients in every major rulemaking and case involving the issue of greenhouse gas regulation under the Clean Air Act, including the landmark cases of Massachusetts v. EPA and Utility Air Regulatory Group v. EPA. She successfully defended clients against claims alleging companies’ carbon dioxide emissions from their operations constitute a nuisance under tort law, including the Supreme Court case American Electric Power v. Connecticut. She also represents clients in the challenges to EPA’s Clean Power Plan, arguing that case on behalf of the industry petitioners before the en banc D.C. Circuit and obtaining an unprecedented emergency stay of that rule from the Supreme Court. Recently, she has been assisting clients with EPA’s proposed repeal of the Clean Power Plan and its replacement with the Affordable Clean Energy rule, as well as assisting clients with EPA’s reconsideration of the methane rule for the oil and gas sector. Allison has testified before the House Energy and Commerce Committee and before the Senate Environment and Public Works Committee on the legal issues associated with the Clean Power Plan.
