Jens Debièvre is a partner and head of the Public Law and Regulatory practice in Brussels.
Jens advises government and private sector clients on (economic) public law. With more than 20 years’ experience, he focuses on public procurement and concessions, PPP & other government investments, the organization of public services & government-owned undertakings, EU and national budget law (including ESA2010) and legal recourse against government action. He regularly acts before administrative or regulatory bodies and the courts, including the Council of State (Belgium’s highest administrative court) and the Constitutional Court.
He has a strong focus on the utilities sectors (energy, water, telecom, public transport, etc.) as well as the not for profit sectors (education, health care, international associations, etc.).
