James Puzey is a highly experienced and sought-after counsel practising in the fields of indirect taxation and regulatory law, particularly environmental, health and safety and product safety law. He has enjoyed sustained success in high value and complex litigation and frequently appears as a leading junior. James is Head of the Regulatory Group at St Philips Chambers and an A panel advocate both on the Attorney General’s list of Crown Counsel (Civil) and the List of Specialist Regulatory Advocates. In 2024 he was successful before the Court of Appeal in R v Exolum Pipeline Systems Ltd, a significant case that confirms the understanding of “risk” in health and safety law. In 2023 James successfully led the counsel team for HMRC in an important case on disclosure in the civil tax jurisdiction (Mitchell & Bell v HMRC [2023] EWCA Civ 261). In 2023 he successfully represented the HSE in R v Evergreen Construction UK Ltd, a Court of Appeal case concerning corporate bad character applications. In the last 18 months he has advised OFWAT on their powers of investigation, the Office for Product Safety and Standards on product safety legislation and a national house builder on building safety legislation. For the Environment Agency in 2024, James led for the Prosecution in a seven week trial at Nottingham Crown Court concerning a large-scale, highly polluting illegal landfill site. James acts for duty holders and prosecuting authorities. He combines an appetite for solving complex legal problems with well-honed and effective advocacy.
