Francisco leads Reed Smith’s Latin America Business Team and is former co-practice leader of the firm’s International Arbitration Group.

Francisco splits time between Houston and New York where he advises clients on complex commercial, commodities, construction, energy, and renewable energy matters (including battery storage, biomass, solar, storage, and wind projects). Francisco advocates in both English and Spanish language proceedings.

Francisco has served as both arbitrator and party representative in undadminstered and administered disputes before international and regional administrating bodies. He likewise advises on investment treaty-arbitration as well as on cross-border matters.

Francisco frequently serves as managing counsel to companies with assets, controversies, or interests throughout Latin America. He also supports clients on investigations, monitoring, and compliance matters.

He is a frequent lecturer and writer, including co-authoring the Guide to Arbitration in Latin America’s chapter on International Commercial Arbitration in Mexico, published by Global Arbitration Review / Latin Lawyer.

Francisco is an adjunct professor at the University of Houston Law Center where he teaches the course Risk Management in International Energy Projects. He is likewise serving as co-conference chair to the International Law Section of the American Bar Association’s conference: The Future of Energy Across the America.
