Elizabeth Maguire

Liz is a Partner, specialising in procurement law and leads the non-contentious side of the Eversheds Sutherland procurement team. She has 27 years' PQE, over 24 years' experience with Eversheds Sutherland and 5 years previous experience in the public sector, having trained at Peterborough City Council.

Liz advises a wide range of public bodies including Central Government departments, regional and local authorities, national and regional utilities as well as private sector clients and across many sectors. Liz provides risk based advice on all aspects of procurement law ranging from strategy and structuring, hands on support for procurement processes across a range of complexity, every procedure and at values to £multi-billion, call-off procedures and competitions, support on procurement documents and during negotiations, providing assurance/health checks and governance support, support during evaluation/moderation, advice on standstill and support on threatened and formal procurement challenges as well as advice on exempt purchases, modifications to existing contracts and frameworks. Liz has an in-depth knowledge of procurement law and practice having supported on transactions based on early procurement legislation, the 2006 regime, the 2015/2016 regime and support to clients on analysing and planning for the implementation of the Procurement Act 2023 (PA 23) as well as advising on and running multiple PA 23 procurement processes.

Liz is a trusted advisor, often acting as an extension of / alongside client in house legal teams, and regular speaker on procurement law and practical issues, including a lifecycle training programme which has been delivered to 200+ buyers across multiple clients. Liz has also designed and delivered training and briefing sessions on PA 23 across procurement practitioners, commercial and contract managers and senior stakeholders.
