Bill Moore represents numerous energy industry clients, counseling them on regulatory, business, litigation, and legislative matters. He has represented a variety of competitive and regulated electric interests, including Texas's largest power generation and mining company, its largest retail electricity providers, its largest municipal utility, several power generation facility owners and developers, and a large regulated electric utility. He handles clients' business-to-business interactions and represents them before state and federal legislative and regulatory bodies, as well as in litigated proceedings.

- Led the litigation team and the settlement negotiations that resulted in Public Utility Commission of Texas approval of settlement among dozens of parties concerning claims to $2.1 billion securitized funds related to 2021 winter storm impacts

- Represents clients and directs strategy in complex and high-profile regulatory and legislative matters

- Assists energy clients in business transactions and day-to-day operations

- Leads, as outside counsel, investigations into complex corporate activities

- Presents to and serves as counsel to sophisticated corporate boards

- Provides sound and timely legislative drafting, analysis, and lobbying, and testifying in Texas Legislature and Congress, often resulting in successful bill passage or other successful results

- Coordinates and ensures timely and effective regulatory policy development and advocacy

- Provides thorough diligence and approval advocacy regarding regulatory aspects of M&A transactions

- Served as General Counsel of largest power generation company and largest retail electric provider in Texas

- Has represented companies including financial investors, large Texas power generation and retailing companies, a large power generation cooperative, large out-of-state power generation, retailing, and holding companies, and a large midstream oil and gas company

- Successfully contested the legal basis for, and ultimately settled favorably (at less than 10 percent of the initially-sought penalty), the largest wholesale market regulatory enforcement action in Texas Public Utility Commission history

- Led the legal component of a large corporation’s regulatory/legislative team that ultimately obtained Texas legislative satisfaction with the largest private equity transaction in history
