Samuels has been practicing environmental and natural resources law in Ohio, and regionally, for more than forty years. He has served as trial counsel in hundreds of cases before the federal and Ohio state courts, the Environmental Review Appeals Commission, and has provided counsel in numerous matters before USEPA, Ohio EPA, DNR, and the Ohio legislature.

Samuels has extensive experience in compliance and enforcement proceedings, in obtaining and negotiating the terms of environmental and natural resource permits, in legislation and rulemaking on behalf of industry, local and state governments, and others impacted by environmental programs, including the Clean Water Act, Safe Drinking Water Act, RCRA, and CERCLA.

He prepares purchase contracts, leases and other documents to ensure sound management of environmental risks in property transactions and operating businesses. He also assists cities, business owners, and developers with the broad spectrum of issues associated with “green” development and business practices.
