Ms. Massey serves as bond counsel, underwriters’ counsel, borrower’s counsel and bank counsel in connection with the issuance of tax-exempt and taxable revenue bonds for: nonprofit institutions, including hospitals, colleges and universities, private schools, senior living facilities and cultural institutions; charter schools; solid waste disposal companies; and governmental entities, including housing finance agencies. She has extensive experience working on conduit issues, public offerings, direct purchases and taxable bonds. Her practice encompasses the Northeast and elsewhere nationally. Ms. Massey is co-chair of the Public Finance Practice Group at Locke Lord LLP.
