Roger Gibboni serves as co-head of the firm’s State Attorneys General Practice, focusing on government investigations and enforcement actions, internal investigations, complex consumer protection litigation, appeals, and state and federal regulatory issues. He represents a wide range of energy, retail, consumer goods, media, manufacturing, technology, and trade association clients on legal and policy matters before state attorneys general and other state and federal regulators and enforcement agencies, including in responding to civil investigative demands and multistate probes. Roger is a leading expert on public nuisance law and is regularly called upon to testify before state legislatures on proposed reforms.
Roger assists clients in developing productive working relationships with state attorneys general in an effort to avoid enforcement actions when possible and to convey industry-specific issues and concerns. Roger also counsels clients on developing and implementing legislative and regulatory strategies at the state and federal levels, as well as communications campaigns to support them.
Roger’s work for his clients is informed by years of representing the business community as a Senior Director of Legal Affairs at the US Chamber of Commerce’s Institute for Legal Reform.
