Kevin focuses on antitrust merger review, including pre-transaction counseling, merger investigations and merger litigations. He represents companies in responding to discovery requests by the DOJ, FTC, and state AGs in antitrust merger and conduct investigations (civil and criminal) as well as FTC 6(b) studies. He has advised clients in submitting comments to the FTC and DOJ related to proposed rulemaking and proposed guidance on competitor collaborations. He authored an ABA article that was cited in the 2024 district court opinion in the landmark monopolization case DOJ v. Google (search).

Kevin brings over 30 years of antitrust experience from both the FTC and private practice. He has extensive experience reviewing, investigating and litigating merger transactions. As head of the Mergers IV Division, Kevin led litigation teams in several prominent FTC merger challenges and spearheaded FTC review of numerous high-profile transactions. He is a frequent speaker at ABA and American Health Lawyer Association events.
