Joe is currently instructed as counsel to the UK Covid-19 Inquiry on Module 9 which is examining the economic response to the pandemic. This has included writing Rule 9 requests to senior politicians, permanent secretaries and other public figures, engaging with complicated economic and financial material and managing a large volume of evidence to pave the way for impactful public hearings and an incisive report.
Joe called five witnesses as counsel to the Undercover Policing Inquiry at hearings in central London between 2023 and 2025. The Inquiry examined the operations of the undercover Metropolitan Police unit accused of grave failings and human rights abuses. As part of an expert team, Joe managed disclosure of highly sensitive material and contributed to a fearless investigation into the actions of undercover officers decades ago. The witnesses Joe called included a woman deeply affected by the intrusion into her private life, an anonymous witness and the relative of a deceased child whose identity was used by an undercover officer. There was extensive press coverage of these high-profile public hearings.
Joe has dealt with a diverse range of coronial cases, including the death of a road cyclist, a complicated death at a care home involving safeguarding concerns and the contraction of COVID-19, and multiple self-inflicted deaths in state custody involving consideration of Article 2 ECHR.
