David Horner

David Horner is a partner in the Washington, D.C. office of Hunton and is a member of the firm’s infrastructure practice. David advises governments, bidders, and lenders in large-scale infrastructure projects, notably in the U.S. transport, energy, and broadband sectors where he has led multiple landmark transactions and market “firsts.” David has represented governments and bidders in all aspects of toll road monetizations, parking system concessions, managed lanes projects, rail transit projects, broadband PPPs, and utility system concessions. Recognized for his expertise in federal transportation law, David advises PPP clients on a range of federal matters, particularly on legal issues of first impression in relation to the acceptance of federal credit assistance and grant funding in the PPP context.
