A leader in municipal finance, Chris focuses on federal securities, tax law, and state and local government law. As a trusted bond, disclosure, and issuer’s counsel, he supports a wide range of entities, from state, regional and local government entities to educational, senior living, cultural and other 501(c)(3) entities. He also counsels financial investment banking institutions as lender’s and underwriter’s counsel in public finance transactions.
With over 30 years of experience, Chris navigates complex financing and security structures with ease, from general obligation, utility revenue and “subject-to-appropriation” financings to project-based financings involving special assessments and tax increments. He notably served as bond counsel for Virginia's inaugural master loan structure under the Water Infrastructure Finance and Innovation Act (WIFIA) program and has promoted the use of other innovative bond programs.
Chris has been instrumental in financing essential projects, from utility systems to schools and other government facilities as well as promoting the public benefits of 501(c)(3) facilities. His strategic involvement in community development authority financings has bolstered infrastructure supporting residential and commercial spaces. Chris earned a BA from the University of Virginia and a JD from the University of Richmond School of Law.
