He is an expert on disproportionate share hospital payments, graduate medical education payments, Medicaid upper payment limits, Medicaid demonstration waivers, Medicaid managed care directed and pass-through payments, Medicaid financing (including intergovernmental transfers, donations, provider taxes and certified public expenditures), 340B drug pricing program, federally qualified health centers.
