Career

Carlos is founding partner of MOAR Abogados and leader of the Public Law area. He stands out for his extensive knowledge in Administrative Law, which allows him to design strategies and offer legal solutions with commercial vision and also led him to be appointed as an expert in arbitration procedures before the ICSID.

He counsels agro-industrial, mining, energy, telecommunications, real estate, infrastructure and manufacturing companies in urban planning, municipal legislation, water and sanitation regulation, sanctioning procedures, access to infrastructure, concessions, contentious administrative proceedings, dispute resolution between companies, foreign arbitrations, permitting matters, as well as in competition & antitrust matters.

Carlos graduated as an attorney at law from Universidad de Piura and has a master's degree in Law and Economics from Rotterdam University (NL) and Hamburg University (DE).
